Nagaland visitor permits and official application links

Start with the permission for your own traveller category, before non-refundable bookings. Indian tourists from outside Nagaland should use the official Inner Line Permit portal. Foreign visitors must separately check Protected Area Permit requirements, immigration conditions and any applicable Nagaland ILP requirement with the competent authority. A visa, an application receipt and an approved permit are different documents.

Tourist ILP fees displayed on 28 October 2026: ₹200 for the domestic category or ₹500 for the foreigner category, each listing 30-day validity, plus payment-gateway charges. These are ILP fees, not a combined visa or PAP price. See the fee details and official application links.

Official sources reviewed on 28 October 2026: the Nagaland government statement dated 10 October describes PAP as applicable and requests its removal. That request is not a removal order. No 2026 Hornbill Festival waiver was verified in this review. A relaxation for an earlier festival does not establish permission for this year; confirm your own case with the authority before travelling.

Which permission should you check

The official portal distinguishes categories rather than providing one rule for every visitor. This guide addresses ordinary tourism planning, not a legal determination for every nationality, residency, family or employment situation. If you are unsure which category applies, resolve that question before submitting and paying.

Type the official address yourself or follow these government links. Do not upload passport or identity scans to a travel website simply because its page looks like an application form. If a travel operator offers assistance, ask who receives your documents, what service fee is charged and how the final government-issued approval reaches you. Assistance does not turn a private operator into the issuing authority.

Documents for domestic tourists

The official checklist, rechecked on 28 October 2026, asks for a recent passport-style photograph and an accepted identity document. It lists Aadhaar, PAN, voter ID, bank passbook or ration card. It also lists an additional NRC requirement for applicants from Karbi Anglong, Dima Hasao, Karimganj and Hailakandi. Both tourist categories are marked as not requiring a guarantor. Check the exact current wording, accepted files and any application-specific request on the government checklist; a general list should not override the form you are completing.

Prepare readable images with the full document visible. Check that the name, date of birth and identifying details agree with your travel documents. A blurred image, cropped number or accidental mismatch is easier to fix before submission than after your departure date is close. Use a telephone number you can access throughout the process, and keep a private record of the application reference.

For children, unusual identity-document combinations or an address affected by a renamed district, ask the helpdesk how to enter the details. Do not select a different district or category merely to avoid a required field. Apply early enough to respond to a clarification; this guide does not promise a processing time.

Applying without confusing submission and approval

  1. Read the category rules first. Confirm that tourism describes the purpose of this visit and that the dates cover your actual stay.
  2. Start from the official portal. Follow its registration or mobile verification prompts rather than an old screenshot tutorial.
  3. Complete the form carefully. Use consistent personal details and accurate visit information. Review everything before submitting.
  4. Upload the requested evidence. Follow the current file-format and size instructions. Retain your own copies securely.
  5. Track the application. Respond through the official service if documents need correction. Save the reference number and confirmation messages.
  6. Complete the official payment step when instructed. Keep the payment receipt and check status before attempting a duplicate payment.
  7. Download and inspect the issued permit. Read the name, dates, category and conditions. Resolve mistakes with the issuing authority before relying on it.

This is a preparation sequence, not a substitute for the live form. Portal screens and the order of verification steps can change. An application number proves that an application exists; it does not by itself show that the authority has approved entry. Keep an offline copy of the final permit and the identity document used, with a paper backup where practical.

Some older pages still describe obtaining paper forms at Nagaland Houses. The state IT department says ILP applications moved fully online from 1 January 2025. Ordinary tourists should therefore use the current online process and obtain official assistance if it fails, rather than arrive expecting an old walk-in procedure. Tourist ILP fees and validity

Category on the official fee pageFresh ILP feeListed validity
Domestic₹20030 days
Foreigner₹50030 days

These are the government ILP rates displayed on 28 October 2026, not an all-in permit-service quote. The portal states that payment-gateway charges are additional. A foreign-tourist ILP fee is not a quotation for PAP processing or a visa. An agent’s separately disclosed assistance charge should not be represented as the government fee.

Check the dates on the issued document rather than assuming validity begins on the day you reach Nagaland. If your plans change, seek instructions before the permission expires. The presence of a renewal function on a portal does not mean every category has an automatic extension entitlement; the tourist rows on the fee table do not publish a renewal price.

Foreign visitors and PAP

Start the foreign-visitor check before committing to a non-refundable itinerary. Nagaland’s current visitor information directs foreign travellers to e-FRRO and the FRO at Dimapur for PAP queries. The listed FRO enquiry numbers are +91 7085065056 and 03862 225519; these are government-published contacts, not numbers called or response-tested for this guide. Ask the competent authority to confirm four things for your own case: whether your nationality or origin requires an additional approval; which PAP application and supporting documents are needed; whether a Nagaland ILP is also required; and what arrival registration, reporting, route or stay conditions apply. Give your actual proposed destinations, including any border-area village or remote trek. A general permission to visit a state should not be treated as unrestricted access to every location.

The state ILP checklist’s foreign-tourist section requests a photograph, passport images and visa or PAP documentation. That upload field does not establish that an Indian visa substitutes for PAP. Obtain an explicit answer from the competent authority if the interaction between the two systems is unclear. Travellers with OCI status or unusual immigration circumstances should also ask for an individual determination rather than infer a rule from a blog.

Dimapur transit and claimed exemptions

Do not rely on the old blanket statement that a visit to Dimapur is permit-free. The consolidated guidelines dated 14 August 2025, effective from 1 September 2025, state that transit passengers are exempted from producing ILP and set out separate arrangements for certain categories near state borders. The practical scope of a claimed exemption should be checked with the administration for your exact journey.

In particular, staying in a hotel, sightseeing in Dimapur and travelling onward to Kohima are not interchangeable with simply passing through. If your itinerary includes a stop, an overnight stay or a change in purpose, describe that accurately when seeking advice. Keep any official clarification with your travel records. Do not interpret a lack of checking on somebody else’s journey as evidence of an exemption.

Hornbill travel and changing notices

A festival booking does not replace entry permission. Temporary relaxations can be limited by year, dates, nationality or conditions. Read the actual current notice, not a post referring to an earlier Hornbill edition. Unless the responsible authority confirms an applicable relaxation for your journey, plan to obtain the ordinary required permissions.

Recheck when you book, again before the cancellation deadline for major reservations, and shortly before departure. If your operator says permits are included, request a precise list: application assistance, government charges, PAP where applicable, local site permissions and delivery of approved documents are separate matters. Ask what happens to your booking if approval is delayed or refused.

If something goes wrong

For a payment debited without an issued permit, record the transaction reference and use the official status or helpdesk route before paying repeatedly. For a rejected document, read the reason and submit the correction requested. For an issued permit with incorrect details, seek correction rather than editing the PDF yourself. If travel is imminent and permission remains pending, change the travel plan; a hotel confirmation does not resolve an unapproved application.

Share sensitive documents only through the necessary official channel or a provider whose handling arrangements you have checked. Keep public messages free of passport numbers, identity scans, dates of birth and payment credentials. Ask the issuing authority, not a social-media commenter, to resolve a legal uncertainty.

Before you leave

  • The permission is approved, not merely submitted.
  • Your name, travel dates and category are correct.
  • Any foreign-visitor approval and reporting conditions have been clarified.
  • Offline copies and the underlying identity documents are accessible.
  • Your route, accommodation and local activity permissions match the approved plan.
  • You know whom to contact if a change or extension becomes necessary.

This guide helps you find and use the official process. The issuing authority’s current instructions and the conditions on your approval govern your journey.
